JOB SUMMARYTo direct the planning, development, organization, management, and implementation of all aspects of the Student Services programs of the district.
This includes alternative education, child welfare and attendance, discipline procedures, grant funded programs, guidance services, Section 504 procedures, and school safety.
To assure compliance with federal and state law, administrative rules, and Board policy related to Student Services.
MAJOR DUTIES AND RESPONSIBILITIESAlternative Education ProgramsProvide direct oversight of the development and implementation of alternative education programsAdministrator in charge of Multi-Tiered Systems of Support for students with academic or behavioral difficultiesFacilitate the enrollment of students into alternative programs and their return to regular programsAssist with the development, implementation, and evaluation of effective alternative programs for at-risk studentsProvide leadership in the development of the district's special education program, and coordinate and supervise related activitiesEvaluate existing programs and make recommendations for improvementKeep informed of all legal requirements governing special educationKeep staff informed of legal requirements, and ensure that all requirements under federal and state law, administrative rules, and Board policy are metServe as a member of child study teams, and assume responsibility for the preparation and timely submission of all required documents and reports, in order to assure district compliance with legal requirements of this processMonitor the implementation of Individualized Education Programs (IEPs)Establish procedures for evaluation, placement, and reappraisal of students in need of special education and/or related servicesSupervise and coordinate home instruction for homebound or hospitalized special education pupilsServe as the district Section 504 coordinatorAssume responsibility for district compliance with federal and state law, administrative rules, and Board policy regarding school special education programsPlan, develop, and coordinate the district's system of special education servicesOversee the development and effective delivery of the district's special education program, including the development and maintenance of the cumulative records of students receiving special servicesOther Student Services and SupervisionDirect the planning, organization, and coordination of the districts pupil attendance programs, including truanciesChair, conduct, and supervise various discipline and attendance hearingsCoordinate all hearing panels, and ensure due process in all casesProcess documentation to establish student residence with someone other than the parentGuide, direct, advise, and participate in serious discipline processes and problems including student suspension and expulsion casesInterpret, prepare, and disseminate information federal and state law, administrative rules, and Board policy regarding attendance, student discipline, and due processProvide direction, coordination, and guidance to the districts counseling services, and outside contracted services as neededProvide direction to assist in dropout prevention effortsCommunication and LeadershipAssume responsibility for the recruitment, assignment, supervision, and evaluation of all certified and noncertified special education staffSupervise and coordinate the activities of child study team members and ensure the placement of individual students with special needs in those educational situations best suited to their requirementsOversee school safety and security programs including probation officers, school resource officers, school/police liaisons, and Safe Schools Advisory CommitteesParticipate in the development and implementation of in-service and training programsInitiate, facilitate, and maintain relationships with community agencies and other resources to meet pupils' special needsRefer parents and child to agencies when appropriateInterpret the objectives of the district's special education program to parents, students, staff, and the communityMeet with parents to discuss the implementation of IEPs and to resolve grievancesHandle parent complaints effectivelyMake active and consistent efforts to maintain or improve the external and internal image of the district, its divisions, and its schoolsProgram Planning, Administration, Evaluation, and ReportingCooperate with building principals to plan, coordinate, and evaluate the special services programPrepare and administer the departmental budgetProvide timely and effective communications regarding incidents and situations which might impact the district, its divisions, or schoolsEstablish annual and long-term goals and objectives for improving alternative education programsGather appropriate data in support of the status of annual objectivesPrepare Board agenda items relating to the ones areas of responsibility, submitting items in a timely and appropriate manner for final reviewAttend Board meetings, building principal meetings, and other staff meetings as assignedOtherServe as a leader and general resource person in matters relating to student discipline, alternative education, and school safetyAssume responsibility for his or her continuing professional growth and development by attendance at professional meetings, membership in professional organizations, enrollment in advanced courses, and by reading professional journals and other publicationsSeek assistance should emergencies ariseRepresent the school district in a positive mannerKnow and follow school district policy and chain of commandPerform other duties as assignedEVALUATIONPerformance of this position will be evaluated annually by the superintendent in conformance with federal and state law, administrative rules, and Board policy.
COMPENSATIONSalary based on experience and skills.
The position qualifies for benefits which include health, dental, vision and life insurance, PERSI retirement, paid vacation as well as access to optional ancillary insurance and retirement products.
TERMS OF EMPLOYMENTThis position shall be considered in all respects employment at will.
The employment period and other descriptions and terms set forth in this job description shall not create a property right for the employee.
